Question
I need to know what steps to take to print something at its actual size.  Example: If I want to print something 4X6 on a 4X6 index card so that cutting is not necessary because it prints to edge.

Photoshop can certainly print 'full bleed', or to the edge of the paper. However, you will need a printer that can handle this sort of task. Smaller dye-sublimation printers and some inkjets can do it quite nicely.

If your printer supports this feature, you can simply create your document at the specified size, and choose 'full bleed' or 'Borderless' in the print settings. It's likely you'll also have to choose a photo paper type and size before this option is available.
