Adobe Photoshop/printing from photoshop

Question
I have noticed, that when I create a graphic image in Photoshop and set
the size to display in inches, the size given does NOT correspond to the
size of the object which I see on the screen.

So...here is what I am trying to do: I want to make some leaflets that will
fit on an 8.5 x 11 sheet of paper, and print out at that size. There will be
12 leaflets to a sheet  - which means that each leaflet will be 4" wide
and just under 2" high.

Is there any way to work at the true size in Photoshop, and have it print
out exactly in the dimensions seen on screen?

If not, what would be that most effective way to get the desired
outcome.

There’s option to see ‘Print Size’ and ‘Actual Pixel’ in view. Normally we double click on zoom tool to see the actual result for printing. Else if you want to see the finished thing, you should make the final doc in other software for composing and check that.
