how to change skin tone in different regional people

Answer
You can create different skin tones by creating color overlays in layers. Mask the color to the shape of the skin and then using opacity and layer blending modes, add to the skin. Otherwise, you can use an adjustment layer for hue/saturation to adjust the skin tones. Be sure to use a layer mask though, so you do not change all the color!
