Adobe Photoshop/transparent

Question
I create a new layer and choose transparent -  when I cut and drag a photo from another layer, it shows a transparent background(gray/white check).  But when I insert the new layer, it puts a white background behind the picture.  HELP!
Thank you so much for your time,

Answer
you're not cutting it right, (I think)

Make sure that when you cut it, you are using the arrow tool.  That should fix it.  If not, select the object and hit ctrl, shift I, which will select the opposite, then delete the white background.  Then, move the file over.
