This varies by state, agency and reason for clearance. It is best to check with whoever is requiring the clearance.

QUESTION: I need if for the state of NY and the reason I am asking is for adoption. I don't want to ask the agency, they are the ones who let my clearances expired. If I am not asking the correct question, please tell me what I should be asking.

It is customary to need annual clearances for adoptive families because they must be current throughout the adoption process and particularly at the time an adoption is finalized. So, be patient because if it takes a few years to find a child for you or to finalize the adoption, you will have to redo them again to ensure you remain free from any charges. It is all for the safety of the children.
