Answer Hi, thanks for writing. Your question doesn't provide enough background material for me to comment beyond "get an attorney" with experience in social services and family law in your county. (Foster care matters fall under a county's jurisdiction, not state.)
If you're under 18, you're not of legal age to be a guardian. If you're older than 18, you'd have to show that you can support your sister financially.
In either case, you'll still want the counsel of a good lawyer to assist you. You might want to check with the organization CASA in your community. They should be able to point you in the right direction.
