Experience
I am a social worker with an MSW and I have over thirty years of experience in family and children's services. I have worked as Director of adoption services and of the Interstate Compact in a large state agency. I have also provided direct services to children and families in a preventive services program. I currently prepare adoption studies for those who are adopting domestically or internationally.

Subject: Adoption Subsidy Agreement - what should be included

Question
Can you give any advise on what we should specifically ask be included when we do the Adoption Subsidy Agreement?  My husband and I are adopting a sibling group and have moved to a neighboring state so we are also dealing with ICPC process as well.  We're approved by both states for the adoption and getting ready to sign the Adoption Subsidy Agreement.

Hi Tanya-
I'm not sure what you mean about "what should be included" since you'll essentially be signing a contract that is standard.  If you have some specifics that I can respond to, I'll try.  Since the state placing the children will be responsible for the payments, they need to address any questions you might have.  For example, you could ask about rate increases over the years.  Do they give them and is it an annual thing, etc.?  You could also ask if they would pay a higher rate down the line if one of the children develops problems that are not evident at this time.  New York does this, but I think such a practice varies by state.  Did they also explain that you can apply for Medicaid for the children in the state where you reside? If the placing agency hasn't explained this, ask about it, even if you would only use the Medicaid as a back-up.
