About Peter C. Winkler, CSW
Expertise
I have experience with adoption subsidy, the Interstate Compact on the Placement of Children and variety of other adoption related matters. I hope that I can be helpful to those who are considering adoption or would like to adopt a child.

Experience
I am a social worker with an MSW and I have over thirty years of experience in family and children's services. I have worked as Director of adoption services and of the Interstate Compact in a large state agency. I have also provided direct services to children and families in a preventive services program. I currently prepare adoption studies for those who are adopting domestically or internationally.

Subject: How to adopt my niece

Question
Hi Peter:

My husband and I are interested in adopting my 17 year-old niece who has been orphaned since she was 13. My niece is currently in Malaysia (my home country)  My husband is a US citizen while I hold a green card.  We're been married for 5 years, with no children.

Is adoption a possibility?  And if so, is it best to do the paperwork ourselves?  Or see a lawyer or adoption agency?

Thanks,
Susan

Answer
Susan- I have limited knowledge of this kind of adoption.  The Department of State's website or the website for Immigration services contains information regarding this kind of adoption.  I believe that if your niece reaches the age of 18 before you complete the process, this may cause things to be more complicated.  I would also advise that you work with an American lawyer with prior experience with thses kinds of adoptions.  There is a website for the Academy of Adoption Lawyers.
Good luck!
Pete Winkler
