Is the California film permit requirement that you've referenced specific to adult productions, or is this a generic permit required of anyone making any kind of film in the State of California, and where do you apply for this permit?

Answer
The permit to which I refer is unique to the Adult Industry. However there are other permits required that are common to both Adult and mainstream productions. All of the permits are usually obtained from the City in which the filming will be taking place.
