Question
I AM INTERESTED IN STARTING AN ADULT THEMED WEBSITE, WHERE MODELS WILL NOT PARTICIPATE IN SEXUAL ACTS WITH OTHER PEOPLE.  ALL MODELING WILL BE 'TEASER' THEMES, AND WHILE MOST WILL BE WEARING LINGERIE.  THERE WILL BE SOME NUDITY, AND WE INTEND TO FILM IN PENNSYLVANIA.  HOWEVER, UPON REVIEWING YOUR WEBSITE WE HAVE READ THAT ADULT FILM MAKING IS ILLEGAL IN THIS STATE.  DOES THAT INCLUDE WHAT I HAVE LISTED ABOVE?  PLEASE LET US KNOW AS SOON AS POSSIBLE.  WE INTEND TO DO SOME SHOOTING IN THE NEXT FEW DAYS, HOWEVER WE WANT TO MAKE SURE THAT NOTHING ILLEGAL IS TAKING PLACE BEFORE WE BEGIN.  YOUR ADVICE IS GREATLY APPRECIATED!

Hi Alissa,

As long as you avoid any actual sex acts you will not be in violation of any laws. Just be sure that if you are shooting more than one girl at a time, that their hands do not each others bare breast and avoid touching each others genital area completely.

If you limit yourself to what you have described, I think you can go ahead with your filming with out worry of legal trouble. Just keep in mind that because of the nudity you will still be required to obtain and maintain the proper record on your performers as outlines in USC Title 18 Section 2257 and CFR Title 28 Part 75.
