Answer Cam sites are not my specialty so I must respectfully decline answering this question...I would however recommend you consulting an adult entertainment attorney.
Off the record...I think you can open a "studio" pretty much anywhere as most cam girls I know in the biz operate from their apartment or home. But then again you are entering into tricky waters...once again as I previously stated consult a lawyer now would be your best bet.
