Question
Firstly I live in dc and know about the whole "not outside of CA" rule, but how do people know where you're shooting?

Secondly if I just want to shoot with friends, for now, what do I need in order to shoot? (forms, etc.)

Well, law enforcement can find out where you're shooting if (a) people associated with your business make it known to law enforcement, or (b) law enforcement discover your content and deduce it was produced in their jurisdiction.  You can also become discovered if you are soliciting talent, and the solicitations attract law enforcement.

To produce content with friends, you should have two forms of picture identification, comprehensive model release forms, agreements with any production crew, and recordkeeping and labeling practices in order to comply with the 2257 Regulations.  Depending upon what you're looking to shoot, and how you want to distribute it, there may be other forms and considerations.  As I tell everyone looking to get into this business, it is crazy to do without legal guidance from a qualified lawyer.
