Hi Dan,

I want to start a website by having woman masturbate and giving me a hand job. What are the laws in Illinois or can your recommend someone who can help me. Are the laws different if I just had them play with themselves only? Technically there wouldn't be intercourse, not sure if that makes a difference.

My apologies for the tardy response.  If you will be paying or giving consideration to women to give you a hand job, you are guilty of solicitation of prostitution and potentially pandering.  The prostitution laws in Illinois can be found here:  http://prostitution.procon.org/viewbackgroundresource.asp?ResourceID=734

If your talent will be acting solo, you still need to be concerned with Section 11.14 (a) of the law to the extent you are seeking sexual gratification from the talent's actions.  Intercourse is not necessary to trigger the law.
