I'm wanting to start up a website based here in Texas.  The content would have no hardcore porn!   Only photos of women in an outdoor setting, and solo self pleasuring movies.  Is this legal?

Filming nude models who are not involved in any sexually explicit conduct would not trigger Texas' prostitution laws, however you would still need to ensure your models are over 18, and comply with USC Title 18 Section 2257 and CFR Title 28 Part 75: http://www.justice.gov/criminal/optf/guide/2257-compliance-guide.html
