Can I make homemade DVDs hardcore in nature in va and sell if I have proper Id and signed release form from models involved?

What about emailing clips of such material?

Like most issues in this industry, it depends.  It depends upon the nature of your content, how you've arranged for, and retained your talent, the nature and terms of your model release, compliance with 18 USC 2257 and 28 CFR 75, and other considerations.

Because of the significant criminal and civil penalties involved in getting it wrong, I ALWAYS advise anyone looking to produce adult content to retain a qualified lawyer, well-versed in adult entertainment law.  There is simply way too much to lose otherwise.
