Question
Hello  I am planning on paying about four models
to have sex with me on film to upload to my own tubesite
page. I do not plan on distibuting or marketing these movies for profit. I am just uploading them to get critique,and have some reference material for legit models and adult studios,if I ever
decided to from hobbying amateur producer to a legit content
producer.

I see people uploading personal material on tubesites
all the time. My question is since I am not selling movies for money,do I need to follow 2257 regulation when uploading my content on a tubesite and if I do have to follow 2257 regulations
are those couple who are uploading their videos in violation of the law.

Aside from 2257 concerns, your bigger problem is that your planned filming probably violates Iowa's pandering statute (which you can view here:  http://prostitution.procon.org/view.background-resource.php?resourceID=736).  Iowa does create an exception for filming these acts for "critique purposes."

Even if your proposed activities could survive Iowa's pandering statute, the fact that you don't plan on selling your movies or making a profit from them is irrelevant for 2257 purposes.  By putting the films on the Internet, you are putting them into interstate/foreign commerce, which triggers the requirements of 2257.
