I am amateur photographer and Im looking for ladies to pose for some semi-nude artistic photos. Any Ideas on where I can look? Also Im looking for better photo editing software than what I have now. Any suggestions?

A site like onemodelplace.com would probably be your best bet with the type of thing you are looking. There are literally hundreds of profiles there with image portfolios to look over and chose from.

As for good photo editing software, in my opinion there is only one choice. Adobe Photoshop. It is a little expensive but to me it is the best software around.
