For what integer value of x is 3x+5>11 and x-3<1

Okay, the key here is the word "and".

It means that both conditions must be met

For the first one,   3x + 5 > 11

                        3x > 6   so x > 2.

For the second one,  x - 3 < 1

                       x < 4.

so you need an integer greater than 2 but less than 4, and the only answer is 3.
