Write it correctly:

2 cos^2(3a) - 1.

Now find a formula in:

http://en.wikipedia.org/wiki/List_of_trigonometric_identities

that matches it perfectly.

Then you will match the 3a with the argument: (Hint: it's a double-angle formula.)

And you will have it.  Next step: MEMORIZE the formulas, and you will go right away to the right one.  Did your teacher forget to tell you: Trig takes work.  Lazy people need not apply.

Expertise

I can answer questions in basic to advanced algebra (theory of equations, complex numbers), precalculus (functions, graphs, exponential, logarithmic, and trigonometric functions and identities), basic probability, and finite mathematics, including mathematical induction. I can also try (but not guarantee) to answer questions on Abstract Algebra -- groups, rings, etc. and Analysis -- sequences, limits, continuity. I won't understand specialized engineering or business jargon.

Experience

I taught at a two-year college for 25 years, including all subjects from algebra to third-semester calculus.
