How do 34.5 mills become $0.0345, and how do the mills convert into dollars?

Hi Kenneth,
1 mill is equivalent to 1/1000 of a dollar.
The answer is obviously in dollars because you're converting to dollars, what would be the point of converting from mills to mills???
