what is the rule of negative powers

You bring the factor from the denominator that has the negative exponent uo into the denominator, for example 3/x^-4 = 3x^4 or -x^2/y^-3x^-1 = -x^2x^1y^3 = -x^3y^3. Essentially you don't want to leave negative exponents in the numerator so for example 4x^-2 becomes 4/x^2.
