The clue here is to interpret:

"with y-intercept=-3"

as

"and passing through (0,-3)"

Now that you have two points, you can determine the slope.  Once you have that, you just:

1. write the basic point-slope form.
2. substitute your m and a point (either one).
3. do the algebra necessary to reduce it to  "y = ...."
