Start with your first equation:

2x + y = 3

y = 3 - 2x    << rewrite it.

Now take your second:

3x - y = -3

3x - (3 - 2x)= -3  << substitute, and USE PARENTHESES.

Now simplify that and solve for x.  When you are done, take that value of x and substitute back into either equation.  

You can finish up.  (looks like  x = 0, y = 3, to me.)
