It ask for you to find the function rule from the graph and the graph states that x|0|1|2|3|4| and y|1|-4|-9|-14|-19|. What is it I'm so confused!

ASSUMING you have a linear function (you did not say), determine the slope:
   y2 - y1
m = ---------
   x2 - x1

and take (x1,y1) and (x2,y2) as any of your pairs.

You will get  m = -5

THEN use the point-slope form:

y - y0 = m(x - x0)

taking (x0,y0) as any of your pairs, then simplify.

You will get   y = -5x + 1.
