Can a fraction or a decimal be regarded as a even or odd number? If not, why?

The number 12 is an even number, but is 12 1/2 or 12.5 an even number?

By definition, an even number is an integer that can be exactly divided by 2,
and an odd number is an integer that cannot be exactly divided by 2.

Fractions and decimals can be even or odd, but only if they can be reduced or simplified to an integer value.
For example, 8/2 and 4.00 are even because they reduce to 4.
