The furrow is 18 inches wide.  Units used are feet.

"A plow makes a furrow 18 inches wide."
The furrow is 1.5 feet wide.

"In order to plow half of a circular quarter section, how many laps around it is made? A quarter section is 1/4 of a square mile"
1 mile = 5280 feet
1 mile² = 5280² feet² = 27,878,400 feet²
¼ mile² = (27,878,400/4) feet² = 6,969,600 feet²

area of circle = πr² = 6,969,600 feet²
r = √(6,969,600/π) feet ≅ 1489 feet

Each lap is a ring 1.5 feet wide.
1489 feet × 1 lap/(1.5 feet) ≅ 992.97 laps
