Appreciate your help!

Answer
sorry it took so long, it didn't load the first time.

V = ((1.3)Pi * R^2 * h) - ((.1) * R^(3/2) * h^(3/2)

Factor this, and you get

V = (.1 * R^(3/2) * h)((13 * Pi * R^(1/2)) - (h^(1/2)))

divide both sides by (.1 * R^(3/2))

V/(.1 * R^(3/2)) = h((13pi * R^(1/2)) - h^(1/2))

Sorry that's as far as i got.

It would had been easier if the "h"s were the same.
