Question
given that x is and integer such that -2 is less than or equal to x
and less than 2.

a.state the set of ordered pairs defined by x^2+y=5
b.is the relation is function?

Answer
x^2 + y = 5
y = -x^2 + 5

-2 <= x < 2

y = -(-2)^2 + 5
y = -(4) + 5
y = -4 + 5
y = 1

y = -(-1)^2 + 5
y = -(1) + 5
y = -1 + 5
y = 4

y = -(0)^2 + 5
y = 0 + 5
y = 5

y = -(1)^2 + 5
y = -1 + 5
y = 4

(-2,1), (-1,4), (0,5), and (1,4)

b.)
Yes.

Majority of the time, if you see sqrt(x + a), then you will most likely won't have a function
