The term usually refers to the "equation whose graph is a circle".  In general, people (including textbook writers) get lazy with the term.  "Equation of a <thing>" usually means "Equation satisfied by all points on the <thing>."

In the case of a circle, the standard form is:

(x - a)^2 + (y - b)^2 = r^2, where

The center is at the point (a,b), and the radius is 'r'.
