Question
how do you change fractional percents into decimals?

Answer
first change the fraction into a decimal percent, then divide that by 100, to get your decimal value.

for ex:

(3/4)% = .75% = .0075

another way to do this is to multiply the fractional percent by (1/100) to get your decimal value.
