<1%   That mean less than one percent, correct?  I always have a hard time remembering which way is less than and which way is more than.

Hello R,
Of course it means less than one percent. But just as a quick way of recognising each one, consider the sign to have two ends. One is closed(or with a small opening)and the other end is open(a larger opening). Whatever is on the closed side is smaller and whatever we have on the open side is larger.
So if we have x > y, it simply means x is greater than y or y is less than x.
