here is how you do it

sqrt(64x^2y^4) = sqrt(64) * sqrt(x^2) * sqrt(y^4)
same as

sqrt(64) * (x^2)^(1/2) * (y^4)^(1/2)

as you know, when a power is raised by another power, you multiply the exponents and you get

±8 * x^(2 * (1/2)) * y^(4 * (1/2))

±8xy^2
