After the Countess sits down backwards, open up the console and type in these two commands:



setstage tg11heist 140

setstage tg11heist 145



For some reason, the quest gets stuck at step 135 and so you have to manually tell the game to go on. It should automatically go on to the last few steps (150-160) and mark the quest as finished after that.
