Answer Crap. This is what happens when you ask a non-expert questions. I completely forgot about 3D Game Maker - it lets you make shooters and driving games without any programming knowledge, but it's said to be EXTERMELY limited. Also, there are numerous free engines for adventure-game design(though those DO require programming knowledge).
