Prof. Trapini,
  I'm not sure if you meant to re-ask the question here, or to someone else, but I'll try here first anway:

When making a portfolio and a background is needed, say a billboard sign, should I use a picture I took, or can I just use something online that is copyrighted? And for commercials that have animation/ special effects is that done by art directors, or hired workers?

Peter, I don't really understand your first question.

As for your second, the answer is usually yes; although some spots use very simple animation that can be done with After Effects, which an art director could do. But, mostly, that's not an art director's job - that would be contracted.
