Question
Hi, our ailerons show flutter at airspeed well below VNE (135kts).  Have stripped, re-faired and rebalanced weights and moments (within spec) to little effect.  Is the next step to 100% mass balance them?  Have removed all free-play in control circuits, aircraft is up-to-date with all AD's.

Sorry Andy, I have never worked on flutter.  I assume that once the ailerons are balanced and aerodynamically clean, you need some damping and stiffness in the control system.  How to do that is not obvious, but I bet many people have faced this problem.  Check the NASA archives.
