What is the different between "b.s.c in piloting and aeronautical engg"And"commercial pilot".

I don't know what programs you are referring to. In the U.S., a Bachelor of Science (B.S.) is the undergraduate degree offered for Aero Engineering students.  A commercial pilots license is not an academic program but a professional requirement often based on flight experience such as military service.  There are courses offered in some schools that lead to a pilot license, but I am not familiar with them in detail.
