Does wind affect Vy &/or Vx in flight conditions? Thank you...Brent

Your question is too vague.  Vy and Vx are just symbols for velocity vectors.  You haven't told me what coordinate system you are working in. If it is a ground based coordinate system, than wind does affect speed measured relative to the ground.
