Dear Mr.SOderman,
I would like to know which equation to use to find out the correction on wind speed and lift on a wind tunnel test where I have a blockage of 16% of area.

Wind tunnel blockage depends on the model geometry, type of wind tunnel test section, and mathematical correction you choose to use.  I cannot answer your question without knowing more about your test and your correction method.  I suggest comparing your results with the information in Low-Speed Wind Tunnel Testing (2nd edition) bu W. Rae and A. Pope.  That is what I would do.
