the mentioned graph is a SEP Vs  TAS graph. i sows the capability of an aircraft to climb at a given altitude every contour is a constant altitude line . lower corner of graph is the stall speed for that given altitude ( remember its TAS). these contours are made by flight testing and can be predicted very crudely .
