Is it possible to design cargo location of the airplane which is on the top and enclosed as the normal sideways place?.

Yes you could. The Boeing flying wing would need to use a similar concept.

Modern jet aircraft are so powerful that they usually run out of space before they are too heavy, which means the greatest possible volume is needed.

The location of cargo is prioritized on several factors.
1) If passengers are carried, they like to have windows.
2) Cargo is easier to carrier near the center of the plane (CG).
3) Ease of loading/unloading.
4) ability to load large objects.
