why is it that flaps 15 on the Boeing 737-800ng adds 10 knots to the Vref and none of the other landing flaps settings do not and/or are not affected by ice in the landing flap configuration?

Your question is a little unclear.  Are you asking me if 737-800 flap 15 adds 10 knots to the Vref ?  Since Vref is the recommended landing speed, all flap settings lower that number relative to a clean configuration (the higher the flap setting, the lower is Vref).  Are you asking me if ice does or does not affect flap 15 performance ?   If so, I would assume that ice is detrimental at all flap settings.  If you wish to explain your question better or can reference some material you are reading, please try again.
