Question
On the trailing edges of many aircraft wings and horizontal stabilizers I see multiple "string/cord like" structures (8-10" long each ) connected to the rear top of the trailing edge. What are these devices?

Answer
You won't believe this, but they are simply static wicks needed to drain the electrical charge off the aircraft. Similar to the straps you might see dragging under trucks for The same reason. They help reduce the danger of lighting strikes to aircraft. Without those wicks and aircraft can highly charged as it moves to the air at high speed. It is important that the cord that is secured with a sleeve has a portion of the cord expose and frayed to help the draining process. (electrical charge) Good question. You learn by asking questions.
