Is a wing load reduction by  1 lb/sq ft significant to the performance of the
aircraft or not?
The original Wing load of the aircraft was 10.5 lbs/sq ft
The new one after modification is 9.4 lbs/sq foot

I would say a change in wing loading of 10% is significant (it's the percentage change that would make it significant, not the absolute value)...

lower wing loading means (all other things remaining unchanged) a lower take-off and landing speed, better maneuverability, etc.....
