C-17s are stationed at Dover and McGuire AFB.  We typically fly some low level routes that follow the coast.  When we fly these routes at night, we typical train with Night Vision Goggles (NVGs) and fly with our lights off.  The aircraft is equipped with night formation lights, which might have been turned on to assist other aircraft to see us.  The intensity of these lights can be adjusted and are rectangular in shape.  Here's a site that shows these lights (they're the yellow strips).
