Question
Where can I find the latest FAA regulations regarding checked baggage searches on commercial carriers.  My main concern is if I should be granted the opportunity to be present at any searches that require the opening of my checked bags.  Thank you.

Your best bet at the moment is to check the Federal Aviation Administration's website at www.faa.gov and right in the middle of the main page is a link to publications.  Look for documents related to FAR 107 "Airport Security." FAR means "Federal Aviation Regulation."  There can also be "Advisory Circulars" issued by the FAA for employee or industry use to clarify the regulations that also appear on the website that might add more detail.  The advisory circular numbering system starts with the 107 number to parallel the regulation numbering system.

You can also look for similar information at www.landings.com or at www.avweb.com  Both of these are non-government websites with links that might be of help.

The new Transportation Security Agency is gearing up to take over much of this responsibility but I have not seen anything on the specificity of these new regulations.
