Aerospace/Aviation/candle parachute

Question
I saw this short celebration on TV once whereas the people where releasing candles (in memory of??) into the sky by way of a parachute. I know it was an Asian Culture.
My question, how do I make these?

I believe I've seen these also.  Basically (I believe) they are somewhat like a hot air balloon/drag chute ....  as the hot air rises it is caught by the parachute which if big enough will pull the candle portion up...  the parachute (or sometimes I recall maybe seeing a paper enclosure which acts like a balloon, a hot air balloon)
