Answer
Hi Samuel,

I would first contact the health department in your city and file a complaint.  You may also contact your local human right commission or state commission that handles housing complaints that may relate to protected categories particularly if you feel you are being discriminated against because of parental status. In Arlington, that contact information is:

Office of Human Rights, Equal Employment Opportunity, Affirmative Action and the Americans with Disabilities Act
2100 Clarendon Boulevard, Suite 318
Arlington, VA 22201

TEL 703.228.3929
http://www.arlingtonva.us/departments/commissions/HumanRights/HumanRightsMain.as...

They should be able to also direct you to the appropriate official in the Health Department.

Let me know if you have any furthe questions I can assist you with.
