Hello John,
For government programs, how is "minority/majority" determined for status of an individual?
Is the zip code used?, city, county or what? There must be a geographical component to the equation to make any sense.


Answer
The definition of majority is the majority of the population that makes up the race of a country and in the USA it is white or Caucasian.  The minority or underrepresented populations are normally decided to be what the equal employment opportunity deems as black, Asian Americans, native Hawaiians, Native Americans, or two or more races.  Hispanic is characterized as an ethnic versus race and people can categorize themselves as Hispanic and any of the other races.

You state government programs, in some states there are other protected classes if these programs are not receiving federal funds.  For instance, Italians are protected in New York.  So, whatever protected minority category is determined, it must have that written in the government program itself.  Zip codes, county, etc., are not used.  If you have a follow-up question please send one.  Thanks!
