Noticed your answer for the Sacramento, CA area, and recommendation to use Round Up, spraying leaves only. Would this solution work in upstate New York (about 15 miles north of Albany) on climbing ivy as well?

Yes, it will work on all green plant life. You will need to wait untill summer before spraying. The new leaves in the spring are growing and not yet taking in and storing food to the root system that is why you need to wait until the leaves start feeding the plant. Remember to spray only what you want to kill. Grass and other vegetation that is behind the ivy you spray will also be killed. The bark will not absorb the spray.
You could start digging the plants out now and it would take less spray latter.
